How to fix issues with sandbox and microsoft learn access

Attempting to finish Azure training, however for a while the sandbox has not been loading. I purchased a subscription to Azure in the hopes that it would help me complete the training, however, I still run into the same issue, I do not have access to Learn directory, even though it is under my account, it will not let me create resources or access the sandbox.
