Can I purchase Publisher as a standalone and add it to Office 21 or 24?

Hi, wondering if anyone can answer my Q. I want to purchase standalone MS Office 2021 or 2024 so I can use it without the internet. But I do need Publisher for invoicing.

However, I cannot find Publisher as a standalone product. Is Publisher available as a standalone and if so, where can I get it? What other options are there?
