A problem with Access packages (EntraID) requests!

I have created an access package with policy that require an approval ( there guest accounst as approvers). While someone submit a request no one recieve an email to approve the request . And at request page in the access package i see that the status is Submitted- Accepted . and never change to pending aproval .

other access packages works fine . is possible that the issue is because the guest approvers ?

    As guest users involved as approvers, it will take longer to send the email and update the request status.
