I am getting access denied when user click on one drive link i share with them ?

Hello I am sharing a link with a user in my organization to give them access to another users one drive and they are getting this error . I check the link sharing permissions saying that any one is able to access this file with this link.

Issue Type: User does not have permissions.

Did you share link to external users?

I suggest you verify the tenant settings allow shareable links to grant access to everyone in your organization. Sometimes, these settings might be restricted to certain groups.

If the user is external to your organization, ensure that external sharing is enabled and that the user is added as a guest in Microsoft Entra ID.
