Did you share link to external users?
I suggest you verify the tenant settings allow shareable links to grant access to everyone in your organization. Sometimes, these settings might be restricted to certain groups.
If the user is external to your organization, ensure that external sharing is enabled and that the user is added as a guest in Microsoft Entra ID.
