Yes, the Microsoft Information Protection (MIP) SDK does have throttling limits to manage the performance and ensure the service isn't overwhelmed by too many requests at once. When working with file labeling using the MIP SDK, you may encounter throttling limits that affect the rate at which you can create file handlers and apply labels.
Specifically, the protection service, which is used by the protection SDK or protection operations in the File SDK, has a limit of 7,500 requests per 10 seconds for an entire organization
