a device attached to the system is not functioning

When I attach an external hard drive using a usb cable and port to transfer files from my Samsung phone, I am receiving the message, "a device attached to the system is not functioning," thus not being able to transfer.

Please advise on how to resolve the issue.

    Hello,

    Check your device manager and check if you have any warnings on your usb device.

    Run this command in cmd(run as admin) to fix your components if they are broken.

    Sfc /scannow

    DISM /Online /Cleanup-image /RestoreHealth
