Windows 11 Snapdragon ARM Devices RDP Won't Listen on Port 3389

I purchased 2 Snapdragon Arm devices running Windows 11 which I upgraded to Enterprise and joined to the domain in the OU with other devices and everything works except I cannot get Remote Desktop working as it is impossible to connect to the devices as they are not listening on port 3389 whereas it works normally on all other x86/x64 devices across the network.

If I run the following command on the Arm devices it shows no output showing nothing is listening on port 3389:

netstat -an | find "3389"

I followed all the steps here which seem pretty comprehensive but it has not helped:

fDenyTSConnections is set to 0 in both places listed, the winning GPO enables RDP, both services are running in Services. However the RDP Listener is not listening for connections but comparing the config in the registry it exactly matches another Win 11 x86 device. I then tried to remove the RDP certificate in MMC so it would generate a new one which it did. The permissions on the MachineKeys folder is correct and the registry specifies port 3389 as being the one it should listen on.

There is nothing else using the port and the firewall rules permit the access. I have also tried disabling the firewall but the issue is it is not listening and I can't see any errors in event viewer.

The McAfee trial you get preinstalled was removed and there is no other security software on the devices.

I can't think what else to try as have exhausted all the troubleshooting steps and both arm devices have exactly the same issue as each other and both are brand new.

I would appreciate any other suggestions and can't proceed with a wider rollout until I have found a way around this.
