All text on the desktop, on the taskbar and Start Menu is gone from server 2019
All the text from windows server 2019 is gone. I am not able to do anything. I tried to open cmd and PowerShell, but I am not able to do anything because it's not showing anything.
I also tried to open start but same issue.

Based on your question we understand that you are unable to see the files name, taskbar and Start Menu on VM.
Here are some steps you can take to troubleshoot and resolve this issue:
Could you please try restarting the VM.
Please check that your VM is fully updated. Go to Settings>>Update & Security>>Windows Update and check for updates.
Right-click on the desktop and select Display settings and set it to 100% or a recommended value.
Check that the VM has sufficient resources (CPU, RAM) free space allocated and try restarting the VM.

When was the last time it worked properly? Have you made any changes recently?
The issue facing for a single specific user or other users experiencing the same problem?
Could you please restart the VM from the Azure portal and try login to the VM.

System is working in ending week in November, didn't change anything.
Issue only happening on server 2019. machine DC. when system promote to DC issue re-appear and when demote the server text is visible
restart did the server but same issue

Could you please try increase your CPU % and take doing RDP again.
Check the Remote Desktop settings. Ensure that the "Use the following color depth" option is set to 32-bit. You can also try disabling "Font smoothing" or "Desktop composition" in the Remote Desktop settings.
Please check the activity log from the Azure portal for any unknown changes happen.

I perform the above steps but no help, I have a to system one of them on azure and other one is on VMware and both of them is server 2019
=> On VMware server 2019 is DC machine
=> On Azure server 2019 is the normal standard VM.
I also try to run some command on cmd and PowerShell on both machines, I am not able to perform any action, because I am not able to see anything.
