Why is the mailbox still active after deleting the Exchange license

I am organizing old users from tenants and have noticed that many old users without Exchange licenses still have active email addresses. I thought these were soft deleted after 30 days.

Any ideas about why email still exists?

    Could be shared mailboxes.

    Verify that in the Admin gui or with powershell with get-mailbox and check the recipient type
