Files not appearing in Modern library but are visible in Classic

We are running SharePoint server 2019. We have had an issue with a particular library. Users subscribe to alerts on the library so they receive notifications when new files are added. They receive the notification email successfully but when they navigate to the library, the file is not there.

I searched the internet for a solution a while ago and came up with a workaround but not a fix. The workaround is, if I click the link in library to "Switch to Classic SharePoint", the files are visible. But as soon as we change it back to Modern, the files are not visible.

Wondering if anyone knows of a permanent fix for this issue.
