    Hello

Please take the following steps to troubleshoot.

    1. Open adminstrator command line and run "sfc /scannow" or "DISM /Online /Cleanup-Image /RestoreHealth " to check the health of system files.
    2. Check the issue in clean boot environment.

    1. Run "services.msc", then sort the "startup type" option. Pay attention to the "disabled" services option. Compared with a known good machine, enable the services if there is any service that was disabled compared with known good machine.
    2. Try to create a new account then login to check the issue persists.
