I believe your issue is the same to this one: Visual Studio not loading my store listings.
Several people got the same issue. Perhaps this is a server-side issue.
Based on the suggestion of Luke Westendorf, it’s recommended to directly report this issue to the Partner Center by using the instructions here: https://learn.microsoft.com/en-us/partner-center/support/report-problems-with-partner-center#contact-support-without-ai-assistant.
You can try the suggestions that I shared on this thread, in case this is a temporary issue caused by Visual Studio.
Update1:
I notice that you have also added comments on this ticket: cannot associate app with store. The state of that ticket is under investigation.
