how to share a calendar in organization level

Question

1. I create a web app which facilitates employee recruitment 2. i have 2 roles in that app recruiters and panel members 3. recruiters are the employees that select candidates and schedules interview and selects which panel member to assign. 4. panel members are employees that take interviews of applicants they might not even belong to same organization 5. now i want to integrate calendar functionality in this, such that the recruiter can access the calendar of panel members and create or delete events in their calendar. 6. their can be multiple recuiters so i want the calendar permission to be given at organization level. 7. the recruiter shouldn't have to get access tokens for panel members he should be allowed to do that with his access token
