Why do these cells in Excel stay green and cannot be changed?

I have a spreadsheet that my team uses in excel that we share on the web browser and use chrome. When we try to insert new cells they show up as white until we enter txt into them, and then they are hgihlighted as this green color shown below. But we cannot change the color of the boxes. Does anyone know how to fix this?

Please select all cells and go to Home- Conditional Formatting- Manage Rules..., please check if you have set the rules.
