Multiple countries on the same Microsoft business account

We are expanding the team and are looking for the best solution so that we can use microsoft business for users in multiple countries. I've read that you need to buy the license for the country it is used in, but we are an international business and will need common file sharing and communication.

What is the best approach here?

This community use tags to categorize threads. This issue is not related to windows 365. Windows 365 is a cloud-based service that automatically creates a new type of Windows virtual machine (Cloud PCs) for your end users.

For this issue, it seems more related to Microsoft 365. Given this situation, I will add "Microsoft 365" tag.
