Unable to delete Public IP address & virtual network subnet due to linkage with resource I can't access

I am on Microsoft Azure, trying to delete a public IP address and a virtual network subnet. I can't delete either because they are linked with "appgwLoadBalancer," a resource that I don't have access to. This is preventing me from unlinking / dissociating my resources with this resource (which I think is owned by Microsoft).

I have looked online and no one has a way to get access to this resource. Here is a similar question: https://learn.microsoft.com/en-us/answers/questions/1458171/public-ip-address-linked-to-load-balancer-i-didnt. In that thread, someone from the community was able to intervene and manually delete the undeletable resources from the back-end. I am hoping for that case here, as I don't currently have the ability to get support.

    We understand that you are unable to delete a public IP address and a virtual network subnet because they are linked with "appgwLoadBalancer," a resource that you don't have access to, and you don't have a support plan to raise a support ticket.

    To troubleshoot further, we will need a specialized 1:1 session, where a support engineer can have a screen share session and help you resolve your issue. As you don't have a support plan, in case you need help with a one-time free technical support, please do let us know.

    We will try and help you get a one-time free technical support.

     P.S:  We will be able to provide you one-time support if and only if your subscription is not managed by a CSP.
