Confusion on NPS PEAP Computer certificate authentication

I have setup a environment with CA + NPS + Meraki AP. it's work for authenticate if i use PEAP without force the connect condition to Allowed EAP Types "Microsoft: EAP Type:Microsoft: Smart Card or other certificate" but when i enable the Allowed EAP condition it will fails. anyone know what it mechanism?

because i checked on the log Authentication Type:PEAP and EAP Type:Microsoft: Smart Card or other certificate is appear on authentication details when i not use that condition. fail reason is No credentials are available in the security package.Without conditionUser's image
