some of the answered says to check IPAll TCP Dynamic Ports and be sure its blank, which is the case in my situation but I am still not able to get pass the error message.

    Thank you for posting in Microsoft Q&A forum.
    First, after you set IPAll TCP Dynamic Ports to blank and set IPAll TCP ports to 1433, did you try to restart all SQL services for the SCCM instance?

    Then, may we know the architecture of your SQL Server?
    If you installed the x86 SQL Server, you may have this issue, you may try to reinstall x64 version to see if it helps.
