By tracking the correlation id, I found that the MFA method used is TwoWayVoiceOffice but the user account is configured only for Phone Application Notification and Phone Application OTP and not for phone call. The method TwoWayVoiceOffice (call my office phone) is same as call my mobile phone, but it enables the user to select a different phone if they do not have their mobile phone with them. Since there is no phone number configured, it is failing to make phone call.
To resolve the issue, go to https://aka.ms/mfasetup and proof up with a phone number for TwoWayVoiceOffice authentication method to succeed.
