I'm trying to sign up for The M365 Developer Program as instructed in the MS-900 online course, see - https://learn.microsoft.com/en-us/office/developer-program/microsoft-365-developer-program
However, on completing registration, the website says "You don't current qualify for a Microsoft 365 Developer Program sandbox subscription". I used my Microsoft Learn account (which is a personal gmail address). I then tried my personal hotmail account and my work account, which is linked to Azure AD, but got the same error on all 3 accounts. I've never registered for the M365 Developer Program previously. Why am i unable to register?
The next step of the MS-900 course assumes I have registered, and moves onto the Lab exercises, but I cannot proceed. How can i fix this?

Thanks anand. Yes that's the exact page i'm on! I have tried both my Microsoft Learn (personal) account and my Entra enabled work account, which satisfy the first 2 account types, I also tried my other personal Microsoft account but all returned the same error.
After 2 hours of googling, I think it might be because of this:
It seems this recent change has overlooked the fact the MS-900 course has a dependency on this resource, as the course notes assume it is still free to register, when it isn't. In which case how are students supposed to complete the course? There are many other students reporting the same issue on the Microsoft Forums and on Reddit, but there is no information on either the MS-900 site or the Developer Programme page about these changes or what to do instead.

Please see the article I posted. This isn't a problem with my attempts to login (for all 3 accounts), it appears Microsoft have withdrawn free access.
Could you specify if the subscription you're using is free or paid?
I am simply following the steps of the MS-900 guide which requests the student to register for the Developer Program. This is my first time trying to register for the progream. Attempting to register does not prompt for any payment, it just says I do not qualify and nothing else happens

How do i do that? At the bottom of course page, it says for issues related to this module, ask a question on Microsoft Q&A, and it brings me here. I'm doing everything as per instructions on the course.

I'm experiencing the exact same issue, but I'm not having any luck with the tips in the comments. This is incredibly frustrating, especially as a student. I'm not sure what else to try.

You can only have one Microsoft 365 Developer Program account associated with your phone number. Before requesting a developer subscription, ensure that you have joined the Microsoft 365 Developer Program directly or through Visual Studio Professional or Enterprise (if you’re a subscriber). To avail free M365 Developer Program you need Microsoft 365 E5 developer subscription. Your Microsoft 365 E5 developer subscription is strictly for development purposes only. Any use beyond development may result in revocation. Kindly note that commercial transactions (such as purchasing paid services) are not currently supported within the developer sandbox subscription.

Thanks for trying to help, but what you've posted is incorrect, and this shouldn't be marked as an answer.
You twice referred to the Developer Program as being "Free" and what i might be doing wrong, but the Program is no longer "Free", THAT is the problem here. Did you read the blog post i linked to above, which explains this change?
My question is how can students complete the MS-900 course if free access to the Developer Program has been withdrawn?
Thank you for bringing this to our attention. We are currently collaborating with our internal team to resolve this issue promptly and restore the M365 developer subscription for learning path users. Access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit. Any update on this topic its been 9 months no update yet. Many people who are willing to learn and try things individually need this developer account. All M365 stack is connected, I am looking to learn both intune and M365 stack. I still get the error "We're sorry, you do not qualify for a developer subscription at this time"
