I tried to start VisualStudioSetup.exe multiple times, but download speed is 0B/sec:
Adding this 93.184.215.201 download.visualstudio.microsoft.com to hosts file cannot helped.
How can i fix this?
I tried download with winget, but have error
winget install -e --id Microsoft.VisualStudio.2022.Community

Welcome to Microsoft Q&A forum.
Probably, this issue is similar to this reported issue => Can’t update Visual Studio Installer. The root cause may be the same, network(VPN) issue I guess. Since this issue is currently under investigate, could you add comments and follow up that thread on our Developer Community and wait for any latest information there?
BTW, currently, changing to use VPN maybe work, based on the discussing of the thread that I shared above.

I am also having this same issue and not using a VPN. Just a fiber connection.

If you try to rename(if it exists) this folder C:\Program Files (x86)\Microsoft Visual Studio\Installer from Installer to Installer_backup, download a new setup file, put it into a new empty folder then run it as administrator, will it work?
Try to open Windows Task Manager, check if there's any background running VS related process, end it and try again.
Except the VPN, I suggest you also check other 3rd-party programs, for example antivirus software. Sometimes they will block VS installer from accessing network.
