Possible to sync user accounts without enabling remote mailbox?

We have a hybrid server (no mailboxes hosted on it) that we use for attribute sync. We're wondering if we can use sync rules based on a specific attribute being set that isn’t remote-mailbox (so if we want to sync users w/o mailboxes we can do so without enabling a remote-mailbox for no reason). There are some users we might want to sync to AAD without remote mailboxes.

Those AD objects will sync to Azure via AADConnect whether they are a remote mailbox or not as long as you have not added some attribute exclusions or they are not in an OU that isn't synced with Azure.
In other words, there is no requirement that they are a remote mailbox to sync unless you have changed something from the default configuration.
