Can't delete tenant - Delete all license-based subscriptions

Hi,

I can't delete tenant. I've deleted subscription, users, etc.
When i trying delete it, I get message bellow.

To delete '[tenant name]' organization, please remove the seat-based subscriptions which are still associated with your tenant. Go to Store For Business to fully deprovision the subscriptions by placing them into a Delete state even if they have already been canceled.

After I go businessstore.microsoft.com. There is no subscriptions. But when I try to go to Apps&Software section. Then I see that list tries to load, but it is only loading and nothing else happens.

Every step is performed as as user with Global Administrator role.

    Could you please check if any subscription is still showing at https://admin.microsoft.com/Adminportal/Home#/subscriptions

    If there are any subscriptions, please cancel and delete those subscriptions. Once the subscriptions are deleted, it can take around 48-72 hours to reflect in Azure AD portal.

    Deactivated all subscriptions. It's more than a day and still it's not allowing to delete the tenant.

    Do we have to try powershell route?
