Why is the edit button not available to me when I am trying to edit Town Hall email invitations

After I save the meeting details in setting up my Town Halls, when I go to the emails section it only allows me to preview the email. The edit feature is not present on the screen. All the directions say I can edit the email invitations before I publish the town hall, but it only allows me to preview the default format with my data filled in from the setup form.
