This error suggests you might be encountering two related issues in your Azure/Microsoft account management:

    1. For the "Change service administrator functionality is no longer supported" message:
      • Microsoft has phased out the traditional Service Administrator role in favor of Azure Active Directory (Azure AD) role-based access control
        • Administrative changes now need to be made through the Azure RBAC system instead
        1. For the billing access issue:
          • You likely need additional permissions to access billing information
            • This could be related to your current role assignment

Here are steps to resolve these issues:

    1. For billing access:
      • Make sure you're assigned the "Billing Reader" or "Billing Administrator" role
        • These roles can be assigned by your organization's Global Administrator
          • Navigate to "Subscriptions" > select your subscription > "Access control (IAM)" > "Add role assignment"
    2. If you're the account owner but still having issues:
    • Try accessing billing through the Microsoft 365 admin center instead
      • Use the direct billing portal URL: https://portal.azure.com/#blade/Microsoft_Azure_Billing/SubscriptionsBladeThis error suggests you might be encountering two related issues in your Azure/Microsoft account management:
