Which Microsoft team manages Microsoft's DNS?

I have had two Microsoft tickets open for 3 months where the "Microsoft Tech Support" (read contracted incompetence) can't figure out who in Microsoft would make changes to their internal DNS servers.

Here is the scenario ... A dynamics dev server VM is moved from USWest to USWest 2 using the Microsoft migration tool. While the Microsoft DNS is updated to point to the new public IP, the server was initially deployed with the LCS scripts (which Microsoft has written). LCS creates a CNAME entry for the server in USWest. The migration tool doesn't update the Dynamics CNAME to point to USWest 2 so now LCS can't manage the server, and the Dynamics URL is unreachable (without host file modifications). Redeploying via LCS to the new region is not an option because the original has data that cannot be migrated.

The Microsoft Dynamics and Microsoft Azure tech support teams can't figure out which team actually manages Microsoft's DNS to make the change. So, I have had a server sitting here being billed for without being able to be used for THREE MONTHS while they pretend to be doing something to fix the issue.
