Why can't an administrator user with full control create folders or move files outside their user folder in a domain environment, and why do lock icons appear on folders along with synchronization issues in OneDrive?

In a domain environment where users are registered on a server and computers are joined to the domain, one of the users has been experiencing issues for more than 10 days. Despite having administrator permissions and full control on the local computer, the user is unable to create folders or move files outside their user folder (e.g., Desktop, Documents, Downloads, etc.). This issue persists even after explicitly granting the user administrator permissions.

Additionally, a lock icon appears in the status column of the affected folders, suggesting access restrictions. This lock is visible on key folders such as Desktop, Documents, Pictures, and other common locations. Although OneDrive indicates that it is synced, some folders show a pending sync status, and attempts to pause and resume synchronization have not resolved the issue.

The user is in an environment where the domain group policies remain the same as before the issue started, and the folders are synced with OneDrive.
