I am trying to submit an application for a brand registration for local phone numbers that will be used for 2-way SMS messaging in Azure Communication Services, but I get the error message below when selecting Local as the phone number type. We were able to submit a request for a Toll Free number and it was approved, how can I determine what the issue is that's making us unable to apply for a local number brand and campaign registration?

    Hi @Jon Rauschenberger ,
    Welcome to MS Q&A platform.
It looks like your Azure subscription isn't eligible for Brand and Campaign registration for local phone numbers in Azure Communication Services (ACS). Since you were able to request a Toll-Free number but not a Local number, the issue is likely related to eligibility requirements specific to local numbers.

Microsoft requires a paid Azure subscription for local phone numbers, meaning trial and free credit accounts are not eligible. Supported subscription types include Modern Customer Agreement, Enterprise Agreement, and Pay-As-You-Go. Additionally, phone number availability depends on your billing address region, as local numbers are only available in specific countries. While Toll-Free numbers may be accessible in more regions, local numbers often have stricter geographic and regulatory requirements.

To determine eligibility, you can check in the Azure portal under Azure Communication Services > Phone Numbers
Country/Regional Availability of Telephone Numbers and Subscription Eligibility for ACS
