Cannot associate existing public IP with a new virtual network gateway

I want to create a new virtual network gateway and associate it with the existing public IP address. For some reason however, it does not show up in the dropdown for Choose public IP address dropdown. It has a standard SKU and located in the same region the same resource group and I have all the rights.
