I'm not able to connect to my virtual machine resouce using MS Learn Resouce during practice session

I can only do this with a charge subscription.

    The Microsoft Learn sandbox may not offer the use of certain resources if there is no paid subscription. That is generally to be expected since the sandbox environment is used more for learning introduction and will probably not be as fully featured, including access to virtual machines.

    If you feel like you may want to engage with virtual machines and other enhanced resources, go ahead and opt for a free trial account offered by Azure, which gives limited credits to create and experiment through various Azure services, including the virtual machine, within that offered credit.
