What type of email account are you working on? Is it POP3, IMAP, Exchange account?
Are you able to copy and paste in other Office applications without any issue?
Here are a few steps you can try to resolve the issue:
Clear Clipboard History: Open a command prompt and type, then press Enter cmd /c "echo off | clip". After that, reboot your device.
Disable Clipboard History: Go to Settings > System > Clipboard. Turn off the Clipboard history option.
Check for Add-ins: Sometimes add-ins can cause conflicts. Try starting Outlook in Safe Mode (hold the Windows key + R, type , and press Enter)Outlook /safe. If it works fine in Safe Mode, disable add-ins one by one to identify.
