I see the same behavior after creating a Digital Twins resource in the West Europe region:
This is how it looks in FireFox.
I see the seem in Chrome and Edge:
I tried refreshing the browser cache.
I also logged out and in again.
This did not help.
I also gave myself the digital Twins owner rights.
The explorer has its own support page:
It's one of the buttons in the upper right corner.
If you file a bug, you can even leave a screenshot and your email address.
I also recommend opening an Azure support ticket so the support team can check out the backend.
You can also leave a frown in the portal:
Finally, this seems to be a UI bug. Sometimes these re fixed within a day or so.
Then it's ok to wait.
If you can work with the AZ CLI commands, this a recommended solution.
