Access denied when trying to update Windows Subsystem for Linux (wsl)

Im using Visual studio code and it gives me this message "Windows Subsystem for Linux must be updated to the latest version to proceed. You can update by running 'wsl.exe --update'.

When I do what it ask for it gives me access denied im using windows 11.

I have tried using windows powershell in admin mode but it doesnt work, i also have tried Set-ExecutionPolicy AllSigned but same result
