Unable to activate MFA to azure portal

I want to implement Multi-Factor Authentication on my Azure portal , I get an error. I have tried to activate MFA through per-user authentication , there i shows that MFA is enforced but during sign in it is not triggered. Does any body has any idea about it?MFA-error

    I understand that you have enforced per user MFA but while signing in MFA is not triggered.

    1. Check whether any Conditional Access Policy is applied and if applied disabled Per user MFA.
    2. Try to Revoke Multifactor Authentication Sessions.
    3. Try to sign in private window, and check if issue has been resolved.
