Cannot validate phone number & The portal is having issues getting an authentication token.

Question

I have two, potentially related problems. I am completely new to Azure and want to become a Microsoft certified DP-100 Data Science Associate. To this end I created a new Microsoft Account and first logged into Microsoft Learn and then Microsoft Azure. However, when I try to sign up for a free plan, I somehow cannot validate my profile with my phone number. I am based in Germany and my phone number is like +49179 xxx xxxx. As the page asks me to not enter the Country code I went with 0179 xxx xxxx. I also tried the 'Call Me' feature and also tried both options with the 'Pay as you go' plan, out of despiration. I always get "We’re unable to validate your phone number. Phone validation is required to confirm your identity and complete signup."

This leads me to my second issue. I went to portal.azure.com and tried to create a support ticket to resolve the issue. But somehow this is also not possible. I get this message (I redacted IDs):

The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.
