Yes, you can mix any Edition and Version on one server; but you are not allowed to use Developer Edition for productive use. Install SSRS 2019 with your SQL Server 2019 product key instead. No, that's not possible product keys are bound to the product version.

Yes SSRS 2022 developer edition can be installed on the machine with SQL Server 2019 Standard Edition. As SSRS is not included in SQL Server 2019 or SQL Server 2022 setup ISO image file.

No, you cannot leverage the license key between different edition of SSRS. You can in-place upgrade your SQL Server 2016 database engine to SQL server 2019 /2022 with the same license key. But as stated in point 1, SSRS setup needs to be downloaded separately, so it will require licence of the version you are downloading. Note: Developer edition doesn't require any license key. for any development purpose you can leverage the setup.
