Adding to Abiola Akinbade answer the phone numbers can only be purchased in geographies where Azure Communication Services is legally permitted to provide them. The availability depends on the country/region, use case, and number type, as outlined in the official documentation:

Currently, India is not listed as an eligible location for purchasing phone numbers. While your Communication Service is deployed in the US region, Azure’s regulatory restrictions may still apply based on your billing address. It is recommended to check with Microsoft Support for clarification on whether an Indian billing address affects your ability to acquire numbers in US regions.

Thanks for your question.

From your picture, I can see it showing server not responding in logs. Check the Activity Log of the Communication Service to ensure the purchase was successful.

Use the Azure CLI to confirm the purchased phone numbers are associated with your Communication Service. See:

az communication phonenumbers list --resource-group <resource-group-name> --communication-service-name <service-name>

It generally can take a few minutes for purchased phone numbers to appear.
