Windows Hello limit the creation of multiple passkeys for the same account

Some time ago I was able to use the windows hello authenticator to create multiple passkeys for the same account. The passkey settings panel can display these multiple passkeys. However, now creating a new passkey for the same account will overwrite the original passkey. Why? Is there any recent change?
