how to allow my subscription to create resources in East US?

Hi, every time I want to create a web app with Azure App Service I Noticed I am not allowed to create them in the East US due to SKUs exceeded the limit (subscription limit). I have never created anything in the East US and therefore the usage should not be at its max. I tried looking into quotas (for the subscription) I could not find the B1 tier or anything related to Azure apps service, also I couldn't find my resources deployed in other regions there.

    This can be attributed to specific regional quotas or capacity constraints.

    Go to Usage + quotas to review your current resource limits and usage.

    Find the quota for the desired resource in the East US region is exhausted, you’ll need to request an increase.

    You may need to create a quota request
