Change primary outlook account for user on windows that is not the Administrator

Question

I have an Office 365 account that I believe is exchange. I'm trying to change the primary account. I understand how to do this, however the account is setup under a user that is not the administrator. normally when I change the primary account for a pc that has administrator permissions the data file automatically changes. it did not for this secondary user and when I try to change the default data file I get the message "You do not have sufficient permission to perform this operation on this object...."

any help on how to resolve would be greatly appreciated.
