According to your description, i understand that you want to share your quick steps in Outlook to other users in your organization, right?
If so, there's no such direct method to do this in Outlook. Based on my research, i found an article mentioned that MFCMAPI can be used to share quick steps, please refer to it: Using Outlook's Quick Steps.
