cannot get past sign up for pay as go and cannot create resource

My goal is to use speech-to-text services and obtain a private API key for my app.

(I have tried all of this with multiple email addresses on different laptops)

I signup for Azure and I can auth in and see the main screen where I can access the service for speech to text. However it is asking me to enter a resource and if I try to add a new resource nothing happens. I do not see subscription options in the drop-down and everything on this screen appears to be in a never ending loading state.

Is the inability to create a resource above because I need to sign up for a subscription? I noticed a banner Start with an Azure free trial on the home screen so I tried that. I choose either "start with a free plan" or "pay as you go" and It lands me on a signup form. I fill out the first section under profile. I enter all the fields, and I click on all legal links, but no matter what I do the 'next' button does not allow me to proceed. I don't see any specific validation errors other than the mouse over on the 'next' button shows a disabled icon.

So I am basically stuck.

I did see this appear randomly at one point.

Again, I've tried with an old account and a completely new account with a new email and the behavior has been identical. I've tried this on multiple machines and with Chrome and Safari.

    The original screen shots uploading to this ticket now appear to be missing nope, looks fine now.
