Thank you for taking time to post this issue in Microsoft Q&A forum.
I see the same issue which was reported several days ago: "An unexpected network error has occurred" message when trying to associate my app with the Microsoft Store.
I don’t think you did anything wrong. I believe that this is a server-side issue. Luke Westendorf suggested to directly report this issue to the Partner Center using following instructions: Get help and contact support in Partner Center - Partner Center | Microsoft Learn. I think you can have a try.
In case this issue is caused by VS, or it’s a temporary issue, I suggest you try following:
- Sign out and sign in again with your developer account.
- Repair Visual Studio from Visual Studio Installer => More => Repair(this takes some time).
- Follow the error message to press the Refresh button to refresh it.
- Reconnect to the network or switch to use another network (just for test).

Here's another ticket: cannot associate app with store which is currently under investigation(state).

We’re aware of this issue and are pursuing a fix. I’ll update this ticket when we have a fix available or an ETA.
