Crash Explorer in RDP session

Good afternoon. I have a Windows 2016 server with various users that connect in rdp, on one in particular when it logs in explorer.exe freezes and consequently the bottom bar (to be clear where the clock is) is blocked and I can't click on the Windows button.

I tried several times to recreate the account, to delete the registry key but nothing to do.

In the server event viewer this error appears:

    Hello.

    Check if there is any group policy or local security policy setting can lead to explorer.exe abnormal behavior. Especially with the remote desktop session, user profiles or login script related strategies.

    Ensure that the remote desktop service is configured correctly and does not exceed resource limits (such as memory and CPU).

    Consider that the user profile may be corrupted. You can try creating a new profile for that user and see if the problem persists.
