According to the information you provided and the research I have done, this error: Deployment and application do not have matching security zones
typically occurs when the browser's security settings don't match the security zone required by the SharePoint Hybrid Configuration Wizard.
The security zone is configured to allow the necessary actions. This includes enabling Active Scripting, File Downloads, and .NET Framework-reliant components.
Since Internet Explorer is no longer available on Windows Server 2022, we recommend you use Microsoft Edge in IE mode to adjust Security Settings:
- Enable IE Mode in Microsoft Edge:
- Open Microsoft Edge.
- Go to Settings > Default browser.
- Under Internet Explorer compatibility, set Allow sites to be reloaded in Internet Explorer mode to Allow.
- Restart Microsoft Edge.
- Add Trusted Sites:
- Open Microsoft Edge.
- Go to Default browser >Internet Options.
- Under Trusted sites, add your SharePoint site URLs.
- Configure Security Settings:
- Open Internet Options.
- Go to the Security tab.
- Select the Trusted sites zone and click on Custom level.
- Ensure the following settings are enabled:
- .NET Framework-reliant components > Run components signed with Authenticode (Enable)
- Downloads > File Download (Enable)
- Scripting> Active Scripting (Enable)
- Run the Wizard:
- Navigate to the SharePoint Hybrid Configuration Wizard URL.
- Click the three horizontal dots (menu) in the upper right corner.
- Select Reload in Internet Explorer mode.
- Run the wizard with administrative privileges.
