Application cannot be started error when installing SharePoint Hybrid Config Wizard on Windows Server 2022

Are there any special security requirements to run SharePoint Hybrid Configuration Wizard on a SharePoint SE machine? We have 4 servers farm installed on Windows Server 2022 Standard. When running SharePoint Hybrid Config Wizard from Central Admin it downloads the file: sharepointhybridconfigurationwizard.application. When trying to open it it throws an error:
"Application cannot be started. Contact the application vendor"

ERROR SUMMARY

Below is a summary of the errors, details of these errors are listed later in the log.

* Activation of C:\Users\(sp_Admin)\Downloads\sharepointhybridconfigurationwizard.application resulted in exception. Following failure messages were detected:

	+ Deployment and application do not have matching security zones.
```Different blogs suggest to run the application using IE, but it is not the solution for us as IE is not present in Windows Server 2022 (and is not allowed in our organization).

Please give another solution to run SharePoint Hybrid Configuration Wizard on a SharePoint SE machine installed on Windows Server 2022.

    According to the information you provided and the research I have done, this error: Deployment and application do not have matching security zones typically occurs when the browser's security settings don't match the security zone required by the SharePoint Hybrid Configuration Wizard.

    The security zone is configured to allow the necessary actions. This includes enabling Active Scripting, File Downloads, and .NET Framework-reliant components.

    Since Internet Explorer is no longer available on Windows Server 2022, we recommend you use Microsoft Edge in IE mode to adjust Security Settings:

    1. Enable IE Mode in Microsoft Edge:
      • Open Microsoft Edge.
      • Go to Settings > Default browser.
      • Under Internet Explorer compatibility, set Allow sites to be reloaded in Internet Explorer mode to Allow.
      • Restart Microsoft Edge.
    2. Add Trusted Sites:
      • Open Microsoft Edge.
      • Go to Default browser >Internet Options.
      • Under Trusted sites, add your SharePoint site URLs.
    3. Configure Security Settings:
      • Open Internet Options.
      • Go to the Security tab.
      • Select the Trusted sites zone and click on Custom level.
      • Ensure the following settings are enabled:
      • .NET Framework-reliant components > Run components signed with Authenticode (Enable)
      • Downloads > File Download (Enable)
      • Scripting> Active Scripting (Enable)
    4. Run the Wizard:
      • Navigate to the SharePoint Hybrid Configuration Wizard URL.
      • Click the three horizontal dots (menu) in the upper right corner.
      • Select Reload in Internet Explorer mode.
      • Run the wizard with administrative privileges.

    Much appreciate for your update.

    Although the SharePoint Hybrid Configuration Wizard doesn't specifically require Internet Explorer, since we are having problems with Edge, it might be worth trying Internet Explorer, as some older configurations or settings might be more compatible with it.

    Currently, the fastest and most effective way is to use IE. we know that your environment does not have Internet Explorer, but it may be worthwhile to install it to try to see if it solves the problem.
