Many times this may indicate a problem with your details. Can you try the following steps please:
- Confirm that the credit card information entered is correct and that the card is active.
- Check that you don’t have another Microsoft account using the same information.
- Go to the Azure Portal and click the settings icon to switch directory as it may be redeemed in the wrong directory.
