Following https://learn.microsoft.com/en-us/windows-hardware/drivers/debugger/using-performance-monitor-to-find-a-user-mode-memory-leak. I am running Performance Monitor. It says to "Right click on the Performance Monitor under Monitoring Tools and select Properties". I do not see Properties under Monitoring Tools. Am I running the wrong app?

You are running the correct app.
Properties can be accessed from the "Action" menu or from the circled button in the pane (mouse hover over the button shows the word "Properties").
