Hi Ramy,
Thanks for your post. Do you use any third-party software application to make a backup on the problematic server?
The VSS event ID 12289 may occur if the third-party backup application is used. If possible, we would like to suggest that you use Windows Server Backup which is a built-in feature on Windows Server to take backups.
Try registry modification from this thread and see if that helps https://social.technet.microsoft.com/Forums/lync/en-US/1b926c85-b866-464b-9590-70506ba9d8ce/vss-issue-event-id-22-12289-12293-error-0x8004230f-failed-to-retrieve-volumes-that-are-eligible?forum=windowsbackup
This article describes issues in which Event ID 8019, 20, 8193, or 12302 is logged in the Application log. You receive an Error 0x8004230F or 0x80004002 error message. https://learn.microsoft.com/en-us/troubleshoot/windows-server/backup-and-storage/volume-shadow-copy-service-events
