While you can link your Pakistani mobile phone with a Microsoft account, surely, which has been done successfully from you in the past, but unfortunately, you would not be able to add any Pakistani numbers to your Microsoft account. As a result, regrettably, if you are from Pakistan, you would not be able to access certain Microsoft services or features that require you to add your phone number.
