- Are you adding eDiscovery permissions in the compliance portal?
- Have you tried to add permissions by using the Add-RoleGroupMember cmdlet in Security & Compliance PowerShell? For example, you can run the following command to add a user to the eDiscovery Manager role group.
Add-RoleGroupMember "eDiscovery Manager" -Member <username>
